Our Services
The HR and Labour Division consists of five (5) key units. Each Unit is led by a Team Manager who reports directly to the Secretary for Corporate Services.
These are as follows:

Policy and Planning Unit
The HR Division is responsible for the development and coordinating central policies pertaining to the welfare of all public employees. This Unit of the Division is tasked with coordinating the key central policies across the Public Service, to ensure that there is common understanding of policies across departments and accuracy in interpretation and application of policies.
The Unit from time to time, will work to collect evidences and real time data that will contribute to the review, formulation or amendment of policies and processes.
Recognising that HR personnel within Departments may change office or profession from time to time, the Unit will initiate regular training or capacity building meetings whereby policies and processes are repeated and presented to key HR personnels. These tasks aims to continue strengthen the communication with Department leading the overall mission of the HR Division of empowering Government Departments to enable them to delivery excellent services to the public.
The unit leads all policy formulation work based on the Public Service Act 2016 and all subsequent amendments.

Recruitment and Contract Unit
HR Division manages the recruitment of all local employees into the Public Service. It is important to note the distinction that this is only for local employees. All expatriates employees are recruited through a different division called Expatriate Recruitment and Contracts Unit which is under the Chief Secretary Department. The unit aims to ensure that recruitment is delivered on a merit-based principle at all times. The processes set in place is targeted to ensure that the candidates with the most suitable capabilities to deliver organisation’s outcomes, outputs and services is achieved. This is to be achieved whilst maintaining a recruitment system that is fair and transparent. The recruitment unit is responsible for all steps of the recruitment cycle from advertisement of a vacancy, facilitating and conducting the interview process to the reporting and conveyance of recruitment decisions from Chief Secretary to successful applicants as well as recruiting Government Departments. The Unit endeavours to deliver these recruitment tasks in a timely manner.

Salary and Employee’s Benefit Unit (SEBU)
The primary responsibility of the SEBU is twofold:
1) To administer the disbursement of the Government’s payroll and any other monetary benefits for public employee’s in an timely and accurate manner and
2) To administer all forms of employee’s benefits in a timely manner throughout their time in the public service up to when they exit.
The Unit operates the payroll system in link with the Financial Management Information System (FMIS) based within Treasury Department. The pay cycle for Government is on a fortnightly basis and operates on real live data, commencing on Wednesday and ending on Tuesday fortnightly. The Unit works closely with Departments primarily through their payroll administrators. There had been some training sessions to present any change in process to the Department administrators to familiarize them with the process and other tools that may be introduced.
The Unit handles and process all employee’s benefits from the time they enter into the Public Service to when they exit. The maintenance of all records pertaining to Leave is still centralized with the HR Division. As such, the process of application for leave and maintenance of overall data for all employees are handled by this unit.

Training and Development Unit
Building the capacity of existing public employees is one of the key priorities for the Human Resource Division. The Training and Development Unit exists to administer capacity building initiatives and opportunities that Departments can access in order to be able to enhance the skills of their existing employees.
The Unit sets up processes of policies that will guide how training opportunities are distributed. Moreover, the Unit administers key training opportunities such as the Student Internship Programs for school leavers and the Long Term scholarships for public service employees.
The Student Internship Program (SIP) is targeted to cater for school leavers whereby a handful of school leavers are selected and shall be placed in the workforce for six (6) months to expost them to the work place and enable them to receive some form of experience which may help them determine what filed they may wish to pursue a career on.

Budget and Organisational Structure Unit
The Budget and Organisational Structure Unit have an overall focus on the organisational structures for all Departments. The unit is also responsible for internal administration matters pertaining to the employees within the HR Division.
The Budget function of this unit handles the management of the HR Divisional This includes but not limited to procurement related matter, inputting of approved timesheet for HR staff into the Payroll System and processing of all necessary payments within the Nauru Financial Management Information System.
Organisational Structure
The unit is also responsible for the compilation, updating and management of data for Government Departments to accurately reflect the official facts and figures on organisational structures, and official positions in Government.
This role involves, on going monitoring of all gazetted decisions relating to those entering and exiting the Public Service, to ensure the existing data within the HR System is updated to correctly reflect those within the Public Service at any one time.
The Unit is also responsible for working together with Departments on their existing structure and any review they may entertain undertaking so as to ensure that all changes are properly reflected and that it is within the existing policies of Government.
