The Training Mandate for the Public Service overall rests within the Human Resource Division. There are several type of Training Services that the Division focuses on.

Corporate Training for Public Service

The Training and Development Unit of the Public Service is responsible for coordinating any identified training needs from Government Departments. There are certain steps taken which includes the following:

  1. Departments are to submit their identified training needs to the Secretary for Corporate Services through the Training and Development Unit
  2. If there are any specific training application for individual employees, these submissions must be accompanied by proper endorsement of Heads of Departments and the Training Needs Analysis of the individual Organisation
  3. Corporate Training in the HR instance falls within the scope of Diversity training, Leadership training for managers, Conflict resolution training for employees, Training teams in company-related issues (e.g. new systems or policy changes) and skill based training with local institutions/program
  4. The Training and Development Unit is responsible for facilitating the placement of public servant employees whom training application had been approved, into local or international institutions where relevant.
  5. The Training and Development Unit conducts on-going regular monitoring of progress of trainees to ensure they deliver their part of commitment in terms of training outcome and results.

Financial Assistance to Public Service Employees

The Unit is also responsible for handling all request for Support application. This pool of funds is available only to Public Service Employees ONLY who are away on Study Leave under Government, Australia, Taiwan, New Zealand sponsored scholarships for a term specified by their program.
Any employee seeking support in this category must be of Permanent (with tenure) or Temporary status (competed 6 months probationary employment) of employment with the Nauru Public Service.

Those who are receiving any support within this category are to submit monthly progress of their studies to the Unit for compilation.

Student Internship Programs

The Student Internship Program is an initiative that Government extends through HR to Students ONLY of the Year 12 and Year 13 with a Nauruan heritage whom are completing and about to exit High School. This program This program covers ALL students studying in both local or international institutions provided they are on island to participate. Placements does not include Private sectors or overseas based affiliations.

Applications are fully vetted, and only a limited number of availability is extended in December of every year. Each student will be placed in a Government Department, for an introductory 6 weeks period to expose them to the workforce and hopefully trigger their passion in those fields. All successful graduates joining through the SIP program receives a fortnightly allowance to recognize and compensate for their time in training.

There is then an extended program of 6 months after the initial 6 weeks to those graduates that have performed well and organisations are willing to absorb them into a more longer commitment.

There are Student Internship Agreements that must be adhered to, as well as mandatory orientation and progress reports throughout the time that SIPs are working with their respective workplace under this program.
